If a national reserve cannot be fully funded through topslice until 2015 SFP scheme year, do you believe that scotland should still pursue a siphon on tradeable entitlements to part fund a national reserve?
How should the funds provided be divided up?

Any help short term is more than welcome to any new entrant, but should your efforts not be more concentrated on ensuring that there is a category for every genuine new entrant to get entitlements from the new reserve whether farming without entitlements or mad enough to have purchased entitlements? Its not all about new entrants with no entitlements but also those who have purchased. What are the chances of pursuing and achieving a top slice off of traded entitlements until 2015? I cannot see there being enough traded to fund much of a reserve for any real impact to help new entrants. Is 30% top sliced from 2015 enough to fund a national reserve?
